Kehoe Announces Recommended Updates to Missouri’s Parole Process

Jefferson City, Mo. (KFMO) - Governor Mike Kehoe has announced the release of proposed rule updates to Missouri’s parole process following a comprehensive review by a statewide working group.

The review was ordered under Executive Order 25-07, signed by Kehoe on his first day in office as part of his “Safer Missouri” initiative. The Missouri Department of Corrections and the Missouri Parole Board led the effort, bringing together representatives from law enforcement, corrections, the judiciary, and the public. Kehoe said the goal is to strengthen accountability while improving rehabilitation and reintegration. The proposed changes include removing outdated regulations, updating hearing procedures to allow up to two delegates, clarifying the right to legal representation for alleged violators, and creating a new grid system that could allow release without a hearing for certain non-violent offenders.

Kehoe said the recommendations aim to bring “clarity, transparency, and accountability” to Missouri’s parole system while maintaining public safety and reducing recidivism.
